Need help please, Velvet or Ich?

My fish started getting white spots, and my 9 year old female clown was rubbing up against live rock. I thought that it could be Ich, and started Hyposalinity a couple weeks ago. My female clown hasn't been eating for week now. Have I misdiagnosed? (picture was taken during feeding, the big white thing towards the end of here tail is a Mysis)

If it is Velvet, can you do Copper treatment in Hypo? I know from some research that when the signs of Velvet are present its to late, but I would hate not to try.

Formalin dips might help. I wouldn't use copper in hypo, but I know others have. Clowns IME are sensitive to copper so be extra careful and raise the copper slowly.
