Depends what type of "Zoa/Paly your are keeping.. with your stock 48 watt pc bulbs id say place em right on the sand and then work your way up the rock work later on and find a "sweet spot" for the Zoas/Palys where they seem they do the best.
IME, As long as you start low and move up slowly, most polyps can be accclimated to various intensities of lighting. I have found protopalythoa (Nuclear green type polyp) to be the most accepting of higher light.
