Need suggestions on filling up my oversized sump for my SPS/Acro 40g breeder

So I drilled my 40g breeder and added the Eshopp R200 sump to my setup. Now I'm trying to figure out what to put in there....

So far, I have a nutient problem in that i am reading 0 nitrates and 0 phosphates, so I am working on adding more fish and less water changes. SPS look a bit pale so I think they are being starved. Right now I have 2 clowns and a small 6-line. With that being said, I don't know if I want a skimmer as I havent needed one yet and don't usually like stuffing my tanks with fish.

So... I have 2 large compartments to play with. Should I just fill the thing with live rock, or do LR in one section and a refugium in the other? Should I leave space for a future skimmer if I ever need one? I was also considering leaving a section to act as a frag area to keep the display clean, but I wont need that for a while.

Right now, I run a pretty natural filtration tank. I run carbon and GFO from time to time but currently, only LR and a filter sock.
