New chiller; broken parts...

I just today received my new chiller. There was something rattling around inside so I opened up the cover to find a broken part (and a broken base). A general observation; the unit appears 'used' as the control panel was quite dirty! Image links below.

The dirty control panel is very hard to tell; there are dark finger prints on the grey control but I tried to wash them off and they appear to be stains rather than just dirt; the image is hard to tell. If you look just above the read-out on the left you can see some marks; they do not wash off.

Please advise?

I should have mentioned this before but there was no damage to either the outer most box or the chiller box (inner box). The display did not have a protective film covering the control panel (not sure it should have one but since this is common I thought I would mention it). I looked for the pieces of the broken part but they did not appear to be in the unit.
