New LTA

I picked up a new LTA on September 13, 2013. It had been fully inflated and in the sand on the 13, 14 and 15th. Today, it moved up the rock about 3 inches, and is now starting to deflate and re-inflate. I`m assuming it`s not happy. I have picked up Cipro for treatment for carpet anemones. Should I start treatment with that in my TT, or are LTA`s different? I don't see any noticeable signs of tears or anything.

Is there any issue with a LTA sitting on a rock rather than sand? Should I turn off my powerheads, dig a hole in the sand and attempt to move it at this point, or just let it be?
 
If it inflates and deflates, I would treat it with antibiotic. You didn't mention is, but make sure the tank condition is good for LTA, low flow and adequate high light.
 
I have DIY LED's that are equivalent to 2 Radion's over my 125 gallon that is 24 inches deep(minus sand). I readjusted my flow and built up a small rock wall to give it a low flow area where I initially put it. It isn't deflating anymore since it did it once yesterday.
 
Here is a new picture today. I had moved it to a new location in the sand and last night it moved beside my other anemone. It still isn't digging itself in the sand, and it isn't fully inflating today. I turned off one of my powerheads yesterday to keep the flow even lower until it hopefully digs in.
