just stick it in there. It will take a few days to get it to skim properly (that's the only break-in) You may have a chore getting it dialed in (depending on what brand) but nothing really needs to be done before putting it in use (aside from installing the pump and what not).
I run vinegar water through mine for a couple hours. There are fine oils and such from manufacturing. They probably won't hurt anything but it may help your skimmer break in more quickly.
