At least for S. FL, FPL has a "non-peak program". However, the way it works is so retarded that no matter what shift you work or if you use the electricity during the considered off peak hours it is based on total usage too. It mostly benefit people that are hardly ever home regardless of the time. So in other words, if you don't use electricity at all they give you a discount!!!!!
