Newbie question - went brain dead

Since the tank was initially set up quickly with full knowledge of having lots left to do later I didn't worry about fine details. Now, I can't remember the way it should be even, and not using the right search words or something to find it elsewhere.

Where does everyone keep the end of their overflow drains in the sump? Just above water level, at water level, just under?

Right now mine are in deep because the day I did it I figured I could cut them and finish it "tomorrow" and then never did. Being in it's own room I'm not bothered by much noise and never got back to it. Seems like a quick and easy thing to do and say I accomplished something :) I got my valve to mod my skimmer today, so will be in there anyway.
 
Where ever you get the least amount of bubbles is the right answer. With so many variables you just do what works best for you. If you dont have a bubble problem leave it alone. Kind of like a server if its not flaking out don't touch it.;)
 
I put mine in the water it keeps the noise down. I get lots of bubbles but I think you would get the bubbles anywhere you have the overflow ends you just need enough space or slow enough flow to let them come out.
