Here's how I handled the sand issue for my last upgrade. I left the bottom bare and set the rock on a bare bottom. Next, I put the livestock back in the new tank. The sand was added a little bit at a time over a period of several days. I got one of those long necked funnels you use for oil changes and wedged some hose into the bottom of it, long enough to reach the bottom. Then I spooned wet, clean sand into the funnel. You'd be amazed how easy it is to distribute the sand exactly where you want it and there's no cloudy water to deal with. Meanwhile, your rock is firm where you put it with no danger of anything digging under it and toppling the rock over. This method presumes a shallow sand bed.
