Optimal return pump rating for more efficient skimming

I would like to know how i can make my system more efficient and effective for turn over and skinming and cooling

My system is 180 dt with 50gal sump (total system is around 200gal including displacement)
Return pump is an hf32 1920gph
Skimmer is super reef octopus 5000 with pump 1300gph
Chiller is 1 hp hailea with 1000gph

Do i need to lessen the return flow to match skimmer pump rating?

How much flow do i need entering the chiller to efficiently cool my tank.

Usually you only need to shoot for 2-5x's turnover. My 210g I use a velocity T4 which does 900-1000 gph of actual flow. My 475g I use a Red Dragon 12m3 which flows 2200-2400 gph of actual flow, both in the 4x's turnover.

Going to fast the filtration can't do it's thing.

I was actually considering the skimmer you have for either my 210g or 475g. From the people I talked to it would be great on my 475g but to large for my 210g which is a FO tank. I ended up just keeping my old ER skimmer for my 475g. Is your skimmer issue it's just not pulling out much stuff??
 
I generally feel my skimmer is not getting alot out of my tank and it is not consistent. I am wondering if making my return slower to 4x would help make my skimming more efficient.

I cant even get my phosphate down to 0. I use BP as well.

Would you also advise me on the pump rating i should be using for my chiller.
