Osmolator pump turns on when powered up

Since I've been using this ATO, I haven't had a single issue, but during hurricane Irene the power to my home was turning on a off a few times. Each time the osmolator turned on, the pump went on for a few secs. I realized this happens when purchased and installed, but the amount of times I actually turn it off is minimal. My concern is that I wasn't home when the power was going on and off and it pumped a good amount of fresh water into my tank.

Is there a way to stop this from happening?

The only fix is a workaround, basically you can add a valve to the top off hose so when it does kick on the amount of water added is minimal, it takes a few seconds for the optic sensor to wake up and become functional and this is the cause.
