How high can the osmolator pump water to?

9ft is the 0 point, anything less than 9ft and it will work.

Can the pumps power wire be extended and if so how many feet can I extend the pumps power wire?

You can extend it using speaker wire, the heavier the gauge the more you can extend it. I would try to stay within a 6ft extension, extensions are problematic, they add connections which are weak points and longer hosing tends to make it more difficult to start the pump.
