Reminds me of the things done in other countries where people use items to change things. There is a tribe of people that put things on their neck that gradually make their necks longer and longer over time and then in the orient women used to cram their feet into teeny tiny shoes to alter the size of their feet and positioning of their toes. I've witnessed many get tattoos in different situations. Sterilization practices are key. My aunt ended up getting her wrist tattoo from a guy in his basement but the reason he was there was because the place he worked for turned out to be less than responsible. His sterilization practices were completely up to snuff and her ink still looks great to this day. On the flip side a friend went to a professional parlor and had nothing but problems from infection to fading. I always make sure to see someone's work before putting my safety in their hands. Location is just a circumstance as long as you're dealing with someone reputable.
