outlet 1074/2

Hello.

I've bought the outlet 1074/2 from Tunze but something is very strange about it indeed.
When reading the instructions, it is said that you must fill the 2 sides of the outlet with water but It's impossible to fill the rear one! The water level there is always very low (the outlet tube is not penetrating deep inside the outlet box, so the water level is approximately... 0).
It would be easier to explain with a picture.
Sorry for my english (I'm Belgian).

It does not need to be full, only cover the U tube so you can start a siphon in the tube.
