Overflow Help

In the process of setting up a new 120 ( 48X24X24) . Everything is going fine with the exception of the overflow. The water level is staying at the very top of the overflow rather than at the bottom of the tooth openings keeping the water level very close to the top of the tank.

I'm using a home made Durso standpipe with a 1 1/2" drain. The return is about 2" below the water level in the sump. The overflow is in the left corner and measures 6" X 6". Im using a quiet one 4000 giving me an approximate return of 600 GPH. Is the flow to high for the overflow size?

Any thoughts on lowering the water level?

I tried to increase the opening/spacing on the teeth but didn't notice any difference.
 
If your water level is high inside the tank, it's usually an indication that you have too much flow for the sized overflow box. But in your case, 600 gph is not high at all. Are the "teeth" very close together? You might need to modify this to achieve a higher flow through rate. This can be as easy as knocking out every other "teeth" on the box if they are close together or breaking all of them off and replace with black eggcrate siliconed to the inside edge of the over flow box.
 
is the water level high inside the overflow box in the tank? If so, when you remove the durso pipe, watch the flow increase, then it is just a matter of sizing the pipe accordingly
