1st off, what's the condition of your tank-age, parameters, other fish, etc.? Is the cardinal staying hidden or out and about? Have you tried mysis, brine, other frozen seafood. Add some garlic juice to the pellets or flake and that may stimulate their appetite as well.
most of my fish have never taken to pellets after more than a year. but I haven't pushed the issue. try some frozen mysis, prawn roe or cyclopeze to get it eating. then gradually try introducing new foods. Once it's eating and it's body weight is good, you might try fasting it for a couple of days so it's really hungry and then try some pellets. maybe soak the pellets in frozen mysis juice first so it smells the same. good luck.
