Pan tilt camera guys

A buddy of mine is having a birthday and I mentioned to her that she should get him a pan tilt camera for his fish tank. She said it was a good idea asked me for a recommendation on one and it occurred to me that I have no clue about them. Which camera do you guys use or do you recommend that will allow you to login from a computer or iPhone?
