Parasite ID Needed!

Hello. I need help IDing what looks like little air bubbles on the side of my Royal Gramma. They're only visible on his sides. There are probably 6 or so. I assumed flukes so I did a freshwater dip for 4.5 minutes - nothing fell off. I have him in his own QT tank and it's been treated with prazipro for 12 hours now (he's new and never been in my DT).

It's hard to tell much from that pic. Can you get a better pic from the side in question? Velvet and ich look very similar except the dots with velvet are smaller and can also make the fish look like it's powder dusted. Is the fish acting funny (Flashing, breathing heavy, etc.)?
 
A freshwater dip doesn't always work, especially not with larger scaled fish and smaller flukes.
I had them on Anthias and watched under a microscope how they just took shelter under the scales while in the freshwater bath.
Those on the fins that could not take shelter rolled up into little balls and where even with the microscope hardly recognizable.
