At this point I think your best bet is to make sure you have good test kits and verify water quality.
Are you using RO/DI water that is 0 tds? I don't understand why you are still having cyano outbreaks after all this time.
I would get a good copper test just to 100% verify there is no copper in the aquarium and run a poly filter for a while
If you do have good quality test kits ( Salifert or Elos ) and then all your parameter check out for you, I would have someone else with good kits verify. I have seen multiple times that you can get a bad kit with any brand.
Also are you using a fully calibrated refractometer and verifying salinity?
Is it possible you have stray voltage in the tank?
Have everything double checked at minimum. If all that checks out after double or triple checking,then I would say what you have gone through is bad luck, but only after all that.
