Buying live copepods is good as a stopgap, and they will breed, or if you don't have a fish that eats them. If you do have such a fish (dragonets), you need a refugium in which to breed pods (a small green tank connected into your system or as part of your sump); cyclopeeze is a brand name of frozen podlike critters that comes apart like dust when it thaws. They're important in the food chain, and likely your tank already has them. They're hard to see, except at first, when you may spot white crawling dots on your glass.
