I was reading that biological filtration will not work at very low salinity 1.012 and below. is that true?

There are some bacteria that survive, but not all. You have to do lots of water changes below 1.014.

The water change water should match your QT salinity. I use display tank water and dilute to match salinity. Mix tank water and RO/DI water the day before the water change.
