I think you are taking a big risk especially with a 800w. If the return pump fails the heater could start on fire if it gets out of the water. or super heat the water causing other problems
Nothing wrong with a heater in the overflow. That's where I have always kept mine. As for the "dead spot", there will be plenty of flow unless your return pump is dialed way back...no dead spots in mine. As for the possible blackout, the heater isn't going to be running either.
