Please Help - Coral Sick?

I bought a soft coral (colt?) last saturday. He wouldn't stand up so we glued him to a rock. He is still slumped over and now has a black coloring at the base that is spreading quickly. What is it? What should I do?

Upon looking at him again I see little tiny "bugs" all over the black part. What are these and what should I do about them?

Do an Iodine dip. Get some Kent Marine Lugol's solution and add 40 drops per 1 gallon and let it sit for approximately 15 minutes.
