Please help with probe start ballast

Backstory:
I normally use a m135 pulse start ballast there are two channels and they operate my 2 lamps. One of the channels has died and refuses to work. When I bought my ballast I accidently bought a standard probe start ballast and kept it as a spare. I have replaced the radium lamp with a xm 20k lamp. It appears to have a starting probe on the inside and a metal valve for the disconnect.

The problem:
When I apply power to the bulb I see an almost imperseptable arc but it never fully fires. I dont want to apply power to it for too long and risk a fire. Any ideas?
 
It seems like either it fires up, or it doesn't. Why would it start a fire? How long did you let it go before turning it off?
I certainly may be missing a vital point, but I thought it was all or nothing--I've never considered a bulb not firing being a danger.
Please tell me if I'm wrong.
