I checked....can't run on an HQI ballasts. They are meant for an electronic ballasts unfortunately.

i would check out the phoenix 14k SE

That is not a bad suggestion, but I need to know if they run on an HQI magnetic ballast?

Looks like Phoenix 14k's are my best option so far and they are very cost friendly compared to other bulbs on the market.

Yes, the Aquaconnect 14K is meant to run on an HQI ballast and the color and PAR are very good. The only bad thing is the price. They are kind of expensive and not that easy to find. Aquarium Specialty carries them.

That is good info....yes, the price is high but I believe they last well over 12-months which definitely brings the price in line with other bulbs imho. I will check out their par value and see what's up with the AquaConnects.
