Its likely just a type of coralline algae that fluoresces more than the normal kind..
Many have it in small spots

If it's soft, it might be a sponge.

It always happens when the coralline algae is disturbed enough, like taking it out of the water and placing it back in.

Looks like dying or damaged coralline algae.

Stressed coraline algae. They fluoresce when stressed. I bet that piece of rock faced the light before and then fell onto the sand. CA was stressed since it was buried under the sand, once you flipped the rock, it started fluorescing.
