How do you jump start a pod population in the fuge in order to have sufficient for fish such as CBB?

you can buy live pods.

DT has it, many others sell them too.

if you have LR in your tank, over time you will get ALOT of pods in ure fuge.

I've found that not cleanign your glass and allowing algae growth to help with pod populations...I'd let the tank get real dirty, then clean it. I'd see bugs EVERYWHERE on the glass...I have a mandarin in a 65g, been there for over a year.

And of course feeding your refugium phyto will help.
