problem w/ spaggetti algae seller

Looking for advice on the following situation: Tried to buy some spaggetti algae from an RC member who offered to sell me a bag full for $15. Did the transaction via Paypal on 2 October and my algae has not yet arrived. The guy won't even offer a reasonable explanation for the delay, although he has time to post on RC almost daily. Advice anyone?

...and just as I make noise publicly the box arrives today, post-marked Oct. 17. I'll assume the fellow was acting in good faith and there were reasons for the delay and therefore won't post the name, but an email telling me such was the case would've been nice.
