Pump on Full when connected to 7095

I have recently moved my aquarium to a new house. After the long and grueling process, i finally hooked my Tunze 6105 up and attached my Tunze7095 controller. The pump comes on immediately at what appears to be full power and does not follow the controller's instructions. I have the controller set to alternate between 79% and 30% power every few seconds.
I troubleshoot this by connecting my laptop up and running the config software, which works fine. I can get data from the controller and send updates to it no problem. This is just a single 6105 attached to the controller so I switched the pump to channel 2 and reconfigured. Still the pump comes on at full power and does not pulse as i have set.
Any suggestions on this would be greatly appreciated.
Thank You !

I am assuming you mean a 7096 controller? The 7095 has no USB connection and is set by knobs on the controller. Does the controller light up? Do the green LED's dim when on the lower speed (this will likely only be noticeable in a darkened room)? Have you tried another cable and double checked that the cable is firmly and fully inserted? Also have you checked the pulsing by touch rather than sight (i.e. hand in front of the pump, if the tank is fairly empty of soft corals and things that noticably move the difference my not be perceptable by sight)
