Purple tang in hypo too long

I have had my purple tang @ 1.008 to 1.009 since 02/05/06 due to an ich issue.
He seemed to be doing well until today.
The water parameters appear fine. and I use a refractometer to track the salinity.
Today he has been swimming spiratically upside down and into the glass then just lays on his side and pants.
He is in a 29 gallon he may just be getting stressed in such a small tank. He is a tiny tang a little bigger than a quarter.

The main tank has been fallow since 02/05/06. Can I drip acclimate him back to the tank or will going to 1.025 after a couple hours acclimation kill him?
I have to do something because I am sure he will die quickly he is extremely stressed all of a sudden.

When you raise the salinity level it should be done for a 3-7 day period, the tank should be plenty big for that little guy. Do you have hiding place in there to help reduce stress?
 
Have you also been keeping an eye on your pH level? My yellow tang started behaving odd during hypo and I realized I had not managed the pH level. As soon as I corrected the problem the tang settled down.
