PVC Measurments

When a PVC pipe is labeled as however many inches in diameter, is that refering to the ID or OD? I've never had to attach PVC pipe to anything other than other PVC pipes, so I never noticed.

For example: will a PVC cap labeled as 3" fit on an 3" OD acrylic tube?
 
when they say 1" pvc pipe. that 1" is the ID size of the pipe. 1" slip x slip 90 elbow will slide on to a piece of 1" pvc pipe
 
How do PVC fittings fit onto PVC pipes? If the OD of a Sch 40 pipe is 3.5" and the ID of the PVC fitting is 3.042 inches, how does the pipe get into the fitting? Is the pipe getting compacted a little bit to fit, or do fittings have different measurments?

That table shows PIPE sizes, not fitting (socket) sizes. The socket sizes start at just slightly larger than the O.D. for the pipe size and than taper slightly to form a tight fit.
 
ohh, i was under the impression that the primer/glue sort of "melted" the pvc a little bit, so it would fit.
