Quarantine & Ick Question

I mean that if If say the tank has been empty so to speak for 4 week's and all of a sudden I see the goby, then I need to catch the goby a start the countdown all over again.

I agree that you might need to restart the timer. Starfish don't get ich. I would wait to buy the clownfish until the hospital tank was empty, or set up a separate quarantine tank for them, but they might survive. You'd need to restart the hyposalinity timer, though.
