Yes on keeping the lights on. I'm using LEDs so it doesn't cost as much as paying for a timer. I've put snails and crabs in there, but now I don't think it was a good idea. I've had shells get stuck in the return pump. You could have the tiny snails breed in there.
 
I have my light on when the display lights are off.. No snails or crabs for the reasons Dope cantwin stated.. No Fish as it would only eat the pods that could feed smaller fish in the display.
 
My pH varies between 8.55ish during the high day to 8.3ish at the low night. So I haven't felt it necessary to turn off the lights in the sump during the day. Might be worth it to play around with it, see how it changes the pH curve. As always every tank is different, so what works for me in no way means it will work for you.
