Can I run X-10 and DC4HD at the same time?

Does it have the feature where it will periodically send an off or on signal to an X-10 module to make sure it's on the right setting?

yes and yes.
the last DC4 can run to a control terminal which will send the signals to the x-10 devices.
you can program the AC unit to resend its signals as often as you want (default every 5 minutes). It sends the signals twice in a row.
