Rabbitfish in downward spiral

HI,

My rabbitfish doesn't look too hot. He's skinny as can be and does eat, but not in great quantities. Right now he's at the bottom of the tank breathing heavily and I'm not sure what to do. All my test came back good. PH, ammonia, nitrate, nitrite, calcium, phosphates. Can he be rescued and resume health?
He's just really really skinny (almost a skeleton).
There's tons of hair algae in the tank. I've been feeding formula one, and some nori as well as flaked spirulina. The tank itself is fed plenty of cyclopeeze every other day for the corals as well as phyto. Let me know if there is anything else I can do to help him out. Should I move him into my 24 QT tank or will it add too much undo stress?

If he's not eating and his stomach has shrunken, it may be bad news. When a fish has gone that far down it would probably take medical techniques [iv] that just aren't practicable for fish to sustain him. A kill or cure treatment might be to put him in qt [bare tank] and dose with copper in the case he's got ich in the gills and is suffering from low oxygen, but the stress is apt to kill him outright if he's very weak.
