24 LEDs over a 60G mounted 18" above the tank has no problems growing SPS corals on the sand bed for the past 7 years, so it's hard to imagine 21 LEDs not being enough for a 40G.

LEDs come in different wattages, can not go by number of them alone, also operation makes a difference.
