While no strictly rare, have you considered scorpion fish? small rhinopias, even dwarf anglers. Yellow spotted scorpions, leaf scorpions all look amazing and will thrive in a 25 gallon also they are pretty sedentary and ive never had one jump... although im sure they could under the right circumstances...

Get a couple of nicely colored gum drop coral crouchers and call it a day.
Never heard of them. Just googled them and seem really cool. Any experience with them?
if you really wanted to, you could get a candy basslet. i know they go for $700, but if you want a rare fish...

+1, i got one from divers den in april. awesome fish. does not like alot of tankmates and likes to dart in and out of the rocks.
they are more timid fish, but they look VERY cool
