never heard of an anemone foot stinging someone.. but when the tentacles sting people unless they are severely allergic to them the most that will happen is she will get a few red itchy bumps.
Anemones can only sting you if you touch their tentacles.

Anemones are members of the Cnidaria family, which includes Hydroids and jellyfish: all of these animals are equipped with microscopic stinging structures called nematocysts located at the end of their tentacles. Nematocysts are strong enough to kill small fish so most stay away.
I believe anyone allergic to bee stings will have the same type reaction to the sting of an anemone.
Anemones have spirocysts as well - its what makes them sticky. Spirocysts and nematocysts both have cnidae - the harpoon and payload. They just have a different payload.
And nematocysts can be released into the water column - cerianths do it all the time.
I don't see the foot stinging more, or at all, than the tentacles. I'm thinking if she was getting it off the rock something on the rock was what stung her. There are lots of small little things in there that we don't see that can make a sting.
