Received damaged/Used Lumatek 250W ballast

I placed an order for 2 new Lumatek 250W Ballasts , and one ballast can in good condition and works as it should.

The other seems to be used ballast and is damaged. The damage did not come from the shipper as the FedEx box was did not show any signs of abuse. The used ballast did not have the 120v sticker covering the electric input, but it does have a small piece of paper where some got left behind when whoever received the ballast previously ripped off the sticker. The mounting plate on the ballast is bent. When I shack the ballast there is something that rattles inside pretty bad.

I would like to receive a return label for this ballast and receive a new ballast that is not damage , please see pictures below. I could try to bend the plate back , but I still have the problem that this is a previously used ballast and that it has something loose on the inside that could potentially be a fire hazard

I would like to add that the output cord upon further inspection is scuffed up and is missing the sticker indicating ground & has a connector attached, which my other ballast did not have. This is definitely a used damaged ballast ... I'm not happy. Hopefully this was a mix up in the shipping/receiving department and you are not selling used items as new.
