I do a five gallon water change weekly. How many cups do I use for five gallons to keep the salinity at .27-.28?

Your salinity is too high. Bring it down to 1.025, unless you have a really good reason for using it at that salinity.

Most salt mixes aim to turn out water at 1.024 at 1/2 level cup per gallon.

My LFS (sells mostly high end sps) told me to keep it at 27-28 to get the best color out of corals.

LFS keep salinity up not because they want more salinity. higher salinity carries higher levels of cal mag and alk. which in return keeps ur high end sps happy.

i use red sea pro and do weekly 2.5 gallon water changes. red sea uses lbs and not cups but i do get constant 35ppm at 1 3/4 cup.

I did 3 cups and my salinity measured all the way up to max on the salinity leveler (the cheap $10 one). Does salinity measure higher than normal in the bucket????

I can't answer; I have no idea what a salinity leveler is, and I'm worried. Get a refractometer, one investment---lasts for years, no batteries; it'll be soooo much easier and safer.

Salinity leveler? If you're referring to those cheap hydrometers that just about every LFS sells (which is what I use) then be sure that there aren't any bubbles attached to the float in the hydrometer, that could be a possible cause to your extremely high reading. I will always use something to "tap" the float a few times in order to get any bubbles off and it works for me. I don't use Red Sea salt but I do use 1/2 a level cup per gallon and I still maintain a salinity of about 1.025-1.026.
