how do you get rid of red slime algae in your refuguim. and also I can not get any chaetos to grow with all types of lighting attempts. all water testing is good. do you add any flow in the refuguim or just let it flow in and out as normal tank flow.
 
Increasing the flow will help to get rid of the red slime. But Chemi Clean May be a better first step, Then increase flow. What are your tank para ie nitrate/phosphate they are necessary to Algea growth.
 
I have a question about this since I have never ran a refugium, but do people leave there lights on 24/7 in these?

Wow, that is some bad advice. This would NEVER be my first step to combat cyano.

There are a few steps you could take to help eradicate cyano.

More frequent, larger water changes.
Now lights for 3 days.
Heavy skimming.
Cut feedings to every couple days.
Increase flow.
