redness at base of pectorals

I have a regal who has redness at the base of his pectoral fins - what could this indicate? A few weeks ago I suspected flukes due to twitchyness and treated the tank, but I have yet to do a follow-up treatment.

Hard to tell. How long have you noticed the redness? was it when you noticed the flashing?

Just noticed the redness last night. Noticed twitchy head and some flashing mid-December, and I treated the whole tank with Prazi. He seemed to be doing better until yesterday when I noticed more head twitching and redness at the base of his fins. I started a second Prazi treatment last night.
