Reef octo hob setup help

So I got my tank setup and cycling, and I setup my skimmer. What I'm not shure about is if the intake screen on my octo bh100 is supposed to be slightly above the water level or not. There is some sort of film on top of my water and I'm wondering if I don't have this skimmer set right.
