Refugium questions

I have set up a 200G DT and a 30G refugium. I plan to use this fuge area as a fuge/frag tank combo. I currently have only a bit of macros in there. The unit is plumbed off my return pump with a T that feeds the fuge then returns from the fuge back to the sump. I have a few questions about this.

1. Should I add a sand or other substrate? Is there any benefit to that? Or should I leave it bare as it is now?
2. Should I have LR in there?
3. If I plan to do frags in there eventually will I need more flow? Currently the flow is from a T off my return pump controlled by a valve which is only open 1/3. It creates quite a bit of flow from how I see the macros tumbling.
4. What kind of lighting would be best? I am using a Finnex Fuge light at present which is for macros. Can I also do frags under this light? Or do I need to do a supplemental blue light or get a whole different light?
5. How many hours of lighting does the fuge need?
 
1. I would add a DSB to help reduce nitrates.
2. It would be a good idea to also reduce nitrates.

4. I am using a 5000k fluorescent bulb from home depot and I hear 5000k to 6500k is best. I don't know about frags under it though.
5. You can either leave it on 24 hours a day or opposite of your DT.
