Neither angel is very aggressive but I would say the Goldflake probably is the more aggressive of the two. Since the Goldflake being in the tank first it may go after the Regal but probably wouldn't bother it. What may happen is the Regal may hide for some time.
Both angels aren't the most hardiest and getting either to eat is always a problem.
I'm assuming that your Goldflake is established in the tank and you're considering adding the Regal? I've never kept a Goldfake - but they do look neat. One issue will be the size differential, but the real wild card will be the disposition of the particular Regal you get. Many fish, and med/large angels in particular, seem nice one minute but can transform into bullies when placed with certain tankmates - especially other angels. If the Goldflake is large and in anyway intimidates the Regal, you will lessen your chances of getting to eat - the biggest challenge with Regals. I tend to disagree with Marrone on Regal aggression. I have a Regal that is by far the biggest in the tank (see fish list in tag line), and once it became established he become quite the bully. The Lattice Butterfly was added after the Regal was established and took a few hard knocks in the first few weeks as they settled in. More recently I added a Yellow Tail/Personifer Angel, which is the same size as the Butterfly (and therefore smaller than the Regal), and the Regal is giving it a hard time. While they finally seem to be sorting out their differences, the Yellow Tail/Personifer was chased quite a bit by the Regal during the first few weeks in the tank. Nonetheless, I just had a peek in Scott Michael's book on Angelfishes & Butterflyfishes (great book BTW) and Marrone may have a point where aggression from the Goldflake is concerned. I might suggest you review the Regal thread here on RC (http://www.reefcentral.com/forums/showthread.php?s=&threadid=389107). Many, many pages but incredibly informative. The main issue for many is that unless the Regal establishes dominance in the tank you could very well find that your Regal will not eat and could starve if the Goldflake turns out to be more aggressive than he appears (at the moment). Regals are tricky at the best of times in this regard, so you really need to do your homework and be very selective if/when you do pick one up.
