Rescued condy. My first. Feed back please

While shopping, I decided to stop in to my local pet store just to peak at the selection. All salt water fish were bagged and on clearance. I chose a chocolate star fish, and I seen a veeerrryyy sad condy. After talking to the lady she said "we have simply been waiting for him to pass away. He has very little hope." after talking to the manager I convinced them to let me take him home free of cost. He hadn't ate in almost 2 weeks. Got him home, in the tank and fed. That was 3 days ago. He now seems strong. I am almost positive I do not have the right light to keep him happy. And also, 3 or 4 of his tentacles look to be dead. Do I leave them be?
 
Yes the tenticles will deal with them selves... but... Why do you think they are dead? Do they look like wet shoestrings?

other inhabitants?
Why a chocolate star? (feeding it to a shrimp?)

Feeding cycle?
Feeding type? (mysis flake)

and MOST OF ALL...... (ok not a question)
