Reviewing my JEA bill http://www.jea.com the sewer service charge for 8000gal is $39.61. The water service is $20.97. On 8k gallons at $39.61 = $4.95 per 1k gallons. Looking at my prior statements online the water usage and sewer rates go up in costs as you use more water. Looks like they have a pricing scale. Check your current statement against a (recent) older one that is similar in water usage for a comparison. Just remember they recently had price increases (don't recall when they went into affect). It's not a far stretch for JEA to have mis-billed you and for them to have not taken notice to it on your initial call to them.
 
Taking another look at your cost difference in water usage and sewer charges that you posted I would say they have made a big mistake on your sewer charge and maybe elsewhere.

Since I don't know what the JEA price scale is as more gallons are used I have listed a few examples for your $90.44 sewer charge:

$90.44/$4.95 per 1k = 18,000+ gallons in sewer usage. How big is your tank - lol

$90.44/$5.20 per 1k = 17,000+ gal in sewer usage.

If they quoted you a rate of $4.15 aligned to your usage/price scale...
$90.44/$4.15 = 22,000- gal in sewer usage.

I took a quick look at their site for pricing based on consumption, but wasn't able to locate any info.
 
This thread prompted me to look at my water bills, which I have never done in the past because my wife takes care of it. It reinforced that I made the right decision for my situation when I chose to have JEA install the separate meter for irrigation 6 years ago.

I used 4300 cubic feet (1 cu ft = 7.48 gallons, so a total of 32,164 gallons) according to the irrigation meter last month. The consumption part of the bill (without the Public Service Tax of $5.96) came to $59.60. That breaks down to $1.85 per 1000 gallons.

I used 6,000 gallons on the meter for household usage. I was charged $30.31 for sewage, and $17.32 for the water. Without the tax, that brings the total to $47.63, which breaks down to $7.94 per 1000 gallons.

I'm looking at a savings of $6.09 per 1000 gallons. With consumption of 32,000 gallons in irrigation per month, I save about $180 per month using the separate meter. At this rate, the meter paid for itself within 5 months.
 
Based on 39000 gals of water, sewer was $164.84, Water was $45.33 & elec. (8168 kwh/25kw) was $775.56. This was based on 32 day cycle. Dec I used 29000 & Jan was 39000. How does it come out even amounts? I used exactly 10000 gals more?:(
