Rock Beauty Angel...very tiny

I acquired a very tiny rocky beauty angel. At the moment, I have it in my sump in a small one gallon container with water moving through it. I am afraid to add it to my 280 now due to size. I have a full grown coral beauty, large regal tang and a copperband as the only large fish. Other fish include 6 banggai cardinals, 4 blue green chromis, fairy wrasse, lawnmower blenny, randall goby, bicolor blenny, royal gramma, and a green mandarin. If I leave this rock beauty angel in confined in my sump until a bit larger, will I be stunting its growth?
 
I have found that in a big tank tiny fish often get ignored, a 1 gallon container isn't big enough for any kind of growth. I would get a good sized acclimation box and fit it out for the RB in the main tank. I have added several small juvie angels to a large (180) using this method.
 
Put him in qt for a month in a seperate system and once you are sure he is healthy put him in the big tank. He can hide at that size if need be. However if you throw him in without proper QT he may go into hiding without enough strength to survive.
 
I think if anyone's will give it a hard time it would be the coral beauty, chromis, & possibly the gramma. Your tank is huge though, so I would try & add him after QT. Is it eating? I had 2 very small ones & they were perfect, but a very slow grower IMO.
