That is the SS disk. It is stainless steel but it will develop a superficial oxidation like any stainless steel part exposed to water long term. It should wipe off easily with a scotchbrite pad and will not cause any harm.
No, the shaft should never come out, the plastic disks wear and you just stack another on top and the stainless disk should just come out. Basically the minor corrosion is a non issue and I would not worry about it.
