Keeping them in a smaller tank will stunt and slow their growth but thats not a good thing. I kept one for almost 12 years and he went from a little bitty 1 1/2" baby to a good 9" and very thick at which point he had outgrown my 180 gallon. I kept him in a 90 to start and he lived in there for around six years and his growth slowed way down at around 5". When I moved him to the 180 he had another growth spurt but I did notice his growth was slowing down again even in the 180. I think if you had a big enough tank these guys would max out. I really dont think it would take more than a few years for a sailfin to outgrow a 120.
I would wait until you actually have the 210 but thats just me. You never know what could happen from now, which might lead to postponing your upgrade.
Im sure in a 120 you could keep a small sailfin tang for a good 2 years or so.
